The BDA process supports the creation of analytic capabilities to address the holistic view of what the PBTS is supposed to accomplish. The information system, a key aspect of the technology dimension according to Abell’s model (in particular, decision support systems and analytics capabilities), is an important organizational element. So too is the consideration of external factors, for example, benchmarking of public transportation operators (Geerlings et al. 2006; Hilmola 2011). The connections of benchmarks and other external independent reviews of factors such as government’s needs and user and driver requirements (Lan and Kuo 2003; Tse et al. 2006; Hajiamiri and Wachs 2010; Krutilla and Graham 2012) are also inputs for the BDA process.
